This is a request by Lucido & Associates on behalf of Three Lakes Golf Club LLC for a Revised Phase 3 Final Site Plan to relocate unbuilt golf cottages and recreational amenities within the phase 3 development area and expand Lake 13 near the east clubhouse parking field. Included with this application is a request for a Certificate of Public Facilities Reservation.

BACKGROUND/RELATED STRATEGIC GOAL:

 

The Three Lakes Golf Club PUD was approved on February 20, 2024. The property is approximately 1,219-acres and is located west and east of Kanner Highway approximately 2.4 miles southwest of Interstate 95. The main entrance is on the north side of SW Bridge Road approximately 0.75 miles east of the SW Kanner Highway intersection at 11655 SW Club Court in Stuart.

 

This proposed revised phase 3 final site plan relocates approved golf course amenities within the phase 3 development area and increased the area of Lake 13.

 

Review of this application by the Local Planning Agency is not required.

LEGAL SUFFICIENCY REVIEW:

 

Because this request involves the application of a policy to a specific application and site, it is a quasi-judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross-examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION

1.                     Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.

2.                     Move that the Board adopt the Resolution approving the revised final site plan for Three Lakes Golf Club PUD Phase 3.
