This is a request for approval of a Sovereignty Submerged Lands (SSL) Fee Waived Lease Renewal with the Trustees of the Internal Improvement Trust Fund (TIITF) for a nine-slip docking facility used exclusively for mooring of recreational vessels in conjunction with the upland County-owned public park. All improvements remain within state riparian boundaries adjacent to Indian RiverSide Park (IRSP).

In 1997, the County and TIITF entered into an original SSL Lease for the boardwalk and dock area at IRSP.
In 2020, the County and TIITF entered into an SSL Lease Renewal with Modification for BOT File No. 430031348, with a five-year term, which expired on September 26, 2025. At that time, a new survey was required to include the barrier pilings to the east of the dock, as they were not included within the lease; therefore, the lease was modified and approved by the Board of County Commissioners.
The Florida Department of Environmental Protection (FDEP) issued a renewal to the fee-waived lease on March 24, 2026, having a five-year term beginning on September 26, 2025, and ending on September 26, 2030. All terms and conditions remain the same as those in the previously approved lease.

RECOMMENDATION
Move that the Board approve the Sovereignty Submerged Lands Fee Waived Lease Renewal between TIITF and Martin County and authorize the Chair to execute all documents necessary to complete this transaction.
