BACKGROUND/RELATED STRATEGIC GOAL:

 

As part of the Old Palm City Neighborhood Restoration Project, the Public Works Department and Utilities Department are working jointly to prepare engineering design drawings and bid packages for a vacuum sewer system, drainage pipe replacements, road resurfacing and other neighborhood restoration projects in Old Palm City.  The entire project area is located west of SW Mapp Road and between SW 29th Terrace and Martin Highway. 

The drainage portion of the Project includes installation of piping and drainage structures in existing ditches and filling in and replacing existing ditches with shallow swales.  The locations and existing conditions of these ditches have caused maintenance and operations problems, especially during major storm events. The project will result in better storm water flow capacity and a more functional ability to maintain the drainage to avoid flooding.  There are approximately six (6) existing ditch areas with a total of approximately 3,140 linear feet of ditch to be piped and filled.  The Proposed Improvements map shows the locations of the ditches to be piped. 

The first phase of the drainage project is located between SW Mapp Road and SW Reilley Avenue between SW 34th Terrace and SW 35th Street at the rear or side lot lines of the properties.  The County obtained a Drainage Easement from SW Mapp Road to SW Feroe Avenue in 1979 and recently obtained a Drainage Easement from property owners who front on the east side of SW Feroe Avenue.   With the existing easements the Public Works Department will be able to start this portion of the Drainage Project.

The Real Property Division is in the process of obtaining the necessary easements from SW Feroe Avenue to SW Reilley Avenue and has confirmed ownership of the parcels where the drainage easements are to be located.  The appropriate Drainage Easements and Consents of Mortgage have been prepared and the sketches and legal descriptions have been reviewed and approved by the County Surveyor.

Sec. 139.31 and 139.32, General Ordinances, Martin County Code, require that any conveyance of an interest in land to Martin County for any public purpose shall be accepted and approved by resolution of the Board of County Commissioners of Martin County.

A resolution has been prepared that accepts the recently acquired Drainage Easement and the remaining Drainage Easements between SW Feroe Avenue and SW Reilley Avenue.

RECOMMENDATION

Move that the Board adopt the Resolution accepting and approving ten (10’) foot Drainage Easements from property owners from SW Feroe Avenue to and SW Reilley Avenue between SW 34th Terrace and SW 35th Street.  The resolution includes the parcel control numbers of the properties needed for the Project.
