FPL requested an Easement for extension of their electrical service on the east side of the Larry Massing Building and on the south side SE Runhke Street. The electrical service will allow the new chiller plant to operate at off peak hours to produce/store ice for cooling during peak electrical hours creating long term cost savings and efficiency.
In compliance with Section 139.50 General Ordinances, Martin County Code, prior to granting this easement, the Board must consider the following:
1. The easement facilitates provisions of the utility’s service on the County-owned parcel and provides added value to the site.
2. The service promotes the general welfare by providing the needed service for the Larry Massing Building and future Employee Wellness facility.
3. The existence and location of the easement will not interfere with the use by County of the County property.
4. There is no consideration to be paid by FPL for the easement, as the extension of service is needed for County purposes.
5. FPL has agreed to cooperate in moving the easement if the County should require.
A sketch and legal description for the easement will be finalized once the conduit for the wiring has been received from FPL and installed by the County. The sketch and legal description will be reviewed and approved by the County Surveyor prior to recordation.

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board (i) grant Florida Power & Light Company, a Utility Easement on County-owned property, in compliance with Section 139.50, General Ordinances, Martin County Code, for extension of electrical service on the east side of the Larry Massing Building and south of SE Runhke Street for the new chiller plant and (ii) authorize the Chair to execute all documents necessary to complete this transaction.
