BACKGROUND/RELATED STRATEGIC GOAL:

 

The PRAB plays a critical role in providing guidance, community insight, and policy recommendations that support the department’s long-term goals. Over the past five (5) years, staff have observed increasing challenges related to meeting consistency, quorum attainment, and member availability due to the current meeting time and frequency, which was monthly meetings each year. These issues have occasionally limited the board’s ability to fully review agenda items, provide timely recommendations, and maintain alignment with the Parks and Recreation Department and the Martin County Board of County Commissioners’ needs. These issues were discussed at the December 9, 2025, meeting before the Board of County Commissioners (BOCC). The BOCC directed staff to reduce the number of meetings of the PRAB.

 

To address these concerns and strengthen overall PRAB effectiveness, the proposed resolution shifts PRAB meetings to a quarterly meeting schedule and updates the attendance policy to prohibit missing more than two (2) consecutive meetings. This adjustment is intended to reduce meeting fatigue, increase member availability, and reinforce a more consistent level of participation. By refining the meeting structure and attendance requirements, PRAB can better support strategic planning, community input, and departmental initiatives.

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board adopt the Resolution to transition Parks and Recreation Advisory Board (PRAB) meetings to quarterly meetings and revise its attendance requirements to include that the failure to attend two (2) consecutive meetings is grounds for automatic removal from the board.

 

ALTERNATIVE RECOMMENDATIONS

Pull this item from the Consent Agenda and direct staff to modify the Resolution with an alternate that is acceptable to the Board of County Commissioners.
