The Community Redevelopment Agency (CRA) Board is to review a CRA Investment Program application for property owner, Suzanne D. Martin. The building is located in the Corridor Subdistrict at 11690 SE Dixie Hwy., in the Hobe Sound CRA. The application for the Property Improvement Program, dated October 28, 2024, is to replace the garage doors and gas station window with historically similar doors and window.

BACKGROUND/RELATED STRATEGIC GOAL:

By implementing the CRA Investment Program, the CRA has introduced an additional strategy to continue its successful redevelopment journey. The attraction of new businesses, retention of longstanding businesses, assistance to struggling businesses, and strong encouragement of private

investment are all important and vital components of a robust, comprehensive redevelopment approach.

 

Buildings that occupy the public realm, if dilapidated and unattractive, contribute to slum and blight, keep away patrons, discourage business, often are not code compliant, can be unsafe, and do not

fully contribute to the tax rolls. Improving the public realm is exactly what the CRA is intended to do

and encouraging private enterprises to be a partner in the process is not only smart business, but it

greatly increases the chances for long-term successful change. Positive changes made to properties

in the public realm are an excellent investment because they benefit and strengthen the entire

community-residents, businesses, and visitors.

 

LEGAL SUFFICIENCY REVIEW:

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable

law, and legal staff have identified and addressed legal risks and developed strategies for legal

defensibility, as applicable.

 

RECOMMENDED ACTION:

The CRA Board is asked (i) to review and approve the Property Improvement application for 11690 SE Dixie Highway and (ii) to authorize the reimbursement of project costs once the work is finalized and inspected, in compliance with the CRA Investment Program documents.
