The Internal Utilities and Solid Waste Department Policy establishes a consistent policy for contributions made by the Department to offset certain costs of a water and/or wastewater project typically reimbursed to the Department via special assessments collected through a Municipal Service Benefit Unit. This policy also establishes goals to aid in keeping the assessments affordable.

BACKGROUND/RELATED STRATEGIC GOAL:

 

At the April 9, 2024 Board of County Commissioner (BOCC) Meeting, under County Administrator Comments, the Board authorized the County to pay for offsite water improvements for the Windstone and Evergreen Communities and the bring back a policy to address existing developments within the urban boundary.

LEGAL SUFFICIENCY REVIEW:

 

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board approve the Policy presented titled Guidelines for Contributions to Water and/or Wastewater Municipal Service Benefit Unit Projects.

 

ALTERNATIVE RECOMMENDATIONS

Pull this item from the Consent Agenda and direct staff accordingly.

 

FISCAL IMPACT:

 

RECOMMENDATION

The cap of $10,000 per Equivalent Residential Connection (ERC) will require grants and local funds whenever possible. The recommendation is the BOCC commitment to using local funds whenever possible to offset the cost of the assessment. 

                     

ALTERNATIVE RECOMMENDATIONS

If local funds or grants are not available and the assessment cannot be completed for under $10,000 the project will not be brought to the BOCC for approval.
