This item seeks approval for the Interlocal Agreement between Martin County Board of County Commissioners and the Town of Jupiter Island, which establishes a Joint Utility Service Territory. The agreement terminates the existing 2005 Joint Planning Agreement (JPA) and formalizes the coordination of utility services in designated areas of south Martin County. The agreement is set to become effective on January 1, 2025, and has a term of 10 years, with an option for a 10-year renewal term.

BACKGROUND/RELATED STRATEGIC GOAL:

 

This Interlocal Agreement fulfills the need for coordinated utility services between Martin County and the Town of Jupiter Island, as outlined in both the Martin County Comprehensive Growth Management Plan and the Town's Comprehensive Growth Management Plan. It aligns with the Florida Interlocal Cooperation Act and allows both parties to collaborate effectively on utility services and infrastructure. This agreement will ensure that both entities respect utility service areas, protect wellfields, and address potential development impacts in the south Martin County area.  The Town approved the Interlocal in January.

RECOMMENDATION

Move that the Board approve the Joint Utility Service Territory Interlocal Agreement between Martin County and the Town of Jupiter Island.
