Martin County Comprehensive Plan, Policy 11.1B.8. states:  To ensure capacity of the regional water system, Martin County shall begin to design essential improvements when the system reaches 80 percent of total rated capacity.  Construction will begin when the system reaches 90 percent of total rated capacity.  No additional reservations shall be made at 100 percent of rated capacity unless construction of improvements is underway.  Demand is at 82.3% of current capacity and 79.4% of uprated capacity, therefor design for additional capacity is scheduled to begin on FY2023.

BACKGROUND/RELATED STRATEGIC GOAL:

 

In planning for additional water treatment capacity, Kimley-Horn was contracted to provide a Water Treatment Plant Capacity Evaluation.  The purpose of the report was to provide a capacity analysis and technical evaluation uprate each of three (3) Martin County Utilities’ water treatment facilities to provide additional system capacity beyond the current master plan capacity of 22.5 gallons per day (MGD).  This evaluation was limited to existing MCU sites in effort to reduce capital expenses and provide a phased approach towards maintaining adequate treatment capacity.  It is assumed that an additional 1.25 MGD of capacity, up to 23.5 MGD of system treatment capacity will be needed as a result of the Western Palm City growth outside of the current service area.  Based on the evaluation, the following is noted:

 

                     Martin Downs expansion is the most economically feasible (capital & operating costs) option for immediate expansion of 2 MGD. 

                     Tropical Farms is the second most economically feasible option for expansion of 2 MGD.

                     Jensen Beach is the least economically feasible option for expansion of 2 MGD. 

 

From staff perspective, Martin Downs expansion is the preferred option.  Staff has requested funds in FY 2023 for the design and permitting phase.  The PowerPoint presentation (will be a Supplemental Memo) contains some additional information and a conceptual site plan for the Martin Downs expansion.

To the extent this item contains legal issues; it has been reviewed for legal sufficiency, although this is primarily a matter of Board policy. 

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board support the Martin Downs water treatment capacity expansion as the preferred alternative to provide for additional demand in the western Palm City area. 

 

ALTERNATIVE RECOMMENDATIONS

Move that the Board provide further direction to staff.

 

FISCAL IMPACT:

 

RECOMMENDATION

The tentatively adopted FY 2023 Capital Improvement Plan (CIP) identifies the proposed expense and revenue for the recommended action.
