BACKGROUND/RELATED STRATEGIC GOAL:
1. The Parks and Recreation Department provides after school care and summer camp for school aged children. These activities are in part funded through a grant by the Children’s Services Council of Martin County. In furtherance of these activities, the Parks Department engages in off-site educational field trips, special events, and activities for these children which necessitates the need for transportation. For the past four consecutive years, the Parks Department has entered into yearly agreements with the School District of Martin County to utilize their school buses and bus drivers to meet these transportation needs. This 2025-2026 Agreement sets forth the terms and conditions as agreed upon between the School Board and the County
2. Parties to the Agreement/Contract: School Board of Martin County and Martin County Board of County Commissioners.
3. Purpose of Agreement/Contract: Utilization of school buses for transportation of after school and summer camp participants for program field trips and special events.
4. New/Renewal/Modified: Contract is a renewal. Current contract with the School Board of Martin County has been executed and is in place until June 30, 2025.
5. Duration: 1 year beginning July 1, 2025 through June 30, 2026.
6. Benefits to Martin County: Access to lowest cost mass transportation services for Martin County summer day camps and afterschool programs. Drivers are already background screened through Martin County Schools.
7. Cost to Martin County: $25,000 from the Children’s Services Council of Martin County (CSC) grant funds, $15,000 from summer camp revenue, $30,000 from grant match funds.

Move that the Board approve the Transportation Services Agreement with the School Board of Martin County.

FISCAL IMPACT:
RECOMMENDATION
The cost of utilizing the transportation services is approximately $70,000 per year. These costs are paid for with CSC grant funds, County match funds and also paid for through program fees from summer camp fees. No additional funds are requested.
