This is a request for the Board to approve the renewal of the Memorandum of Understanding (‘Agreement’) between the University of Florida (University), through its Cooperative Extension Service (Extension Service) and Martin County (County), which Agreement establishes the respective responsibilities of each party and outlines the goals and objectives related to the provision of education programs and outreach to the public in Martin County.

BACKGROUND/RELATED STRATEGIC GOAL:

 

 1. Agreement Drafted by:

This Agreement was drafted by the University, the Parks & Recreation Department, and the County Attorney’s Office.

 

2. Parties to the Agreement:

This is an agreement between the County and the University.

 

3. Purpose of the Agreement:

The purpose of the Agreement is to establish the responsibilities of each party and to outline the goals and objectives as listed in the Agreement.

 

4. New/Renewal/Modified

This is a renewal Agreement between the County and the University.

 

5. Duration of the Contract:

The term of the contract shall begin on October 1, 2024, and shall continue through and until September 30, 2026.

 

6. Benefits to the County:

The Extension Services Program provides oversight for all of the programs listed below to Martin County residents.

7. Cost of the Contract to the County:

The County, through its Board of County Commissioners, approved budget for FY25 is $264,276.49. No additional funds are being requested.

 

The Extension Service, as regulated under § 1004.37, Fla. Stat., was established for the purpose of disseminating to the public the latest knowledge and applicable technologies in agriculture, human and natural resources, and the life sciences in order to sustain and enhance the quality of human life in the State of Florida. Through the University’s Institute of Food and Agricultural Sciences (“IFAS”), the Extension Service provides educational programs extending non-biased, research-based information on subjects related to agriculture, horticulture, water quality and quantity, natural resources and the environment, energy, family and consumer services, communality development and 4-H youth development. The University and the County have funded the Extension Service for Martin County for 67 years, and the Agreement specifies the terms under which the University and the County will contribute to personnel, educational, technical, and research information in Martin County. The Extension Service oversees the following programs and services for Martin County:

 

1.                     Commercial Horticulture and Sustainable Agriculture

2.                     Florida Sea Grant Program

3.                     Florida Master Naturalist Certification

4.                     Florida Friendly Landscaping Certified Professional

5.                     Florida Friendly Landscaping (FFL)

6.                     4-H Youth Development

7.                     Nutrition and Health

8.                     Master Gardener Certification Training

9.                     Green Industry Best Management Practices Fertilizer Certification

10.                     Certification/License: Pesticide, Aquatic, General Standards, etc.

RECOMMENDATION

Move that the Board approve the Memorandum of Understanding between the University of Florida and the Martin County Board of County Commissioners.
