BACKGROUND/RELATED STRATEGIC GOAL:

The Martin County purchasing manual outlines several strategies for project delivery.  They are Design-Bid-Build, Design-Build and Construction Manager at Risk (CMAR).  These three strategies are described below.

 

Design-Bid-Build

This is a linear process, where one phase is completed before another phase is begun with no overlap.  This is the traditional method of project delivery and is the most widely used construction delivery method.  The design-bid-build procurement method requires separate contracts for design services and for construction.

 

Design-Build

A method of project delivery in which one entity - the design-build team - works under a single contract with the project owner to provide design and construction services.  Use of the design-build project delivery system requires Board approval.

 

Construction Manager at Risk (CMAR)

A project delivery method where a construction manager (CM), acing as the County’s General Contractor, is hired to oversee a construction project, from design to completion and is responsible for the successful, timely and economical completion of the project.  The CM is responsible for keeping the project within a guaranteed maximum price (GMP) that’s negotiated during the design phase.  If the project costs more than the GMP, the CM is responsible for the difference.  Staff is required to receive Board approval for this method.

 

 

LEGAL SUFFICIENCY REVIEW:

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable

law, and legal staff have identified and addressed legal risks and developed strategies for legal defensibility, as applicable.

 

RECOMMENDED ACTION:

Staff recommends that the Agency approve the use of CMAR for the Hobe Sound CRA Dixie Highway Stormwater and Streetscape Project and recommend approval to the Board of County Commissioners.
