BACKGROUND/RELATED STRATEGIC GOAL:
The Environmental Lands Oversight Committee (ELOC) was created via Resolution No. 25-2.14 on February 11, 2025 pursuant to Section 6(1)j of Martin County Ordinance Number 1221. The ELOC shall have the duty and responsibility to provide citizen oversight and conduct and coordinate any necessary studies to determine appropriate lands to acquire from the funding provided by the surtax. The ELOC shall make recommendations to the Board of County Commissioners.
The ELOC will include members from the following nine organizations:
• Martin County Forever
• The Everglades Foundation
• Rivers Coalition
• Audubon of Martin County
• Martin County Taxpayers Association
• Martin County Realtors Association
• Economic Development Council
• Martin County Farm Bureau Inc.
• University of Florida Institute of Food & Agriculture Science Extension Martin County’s 4H Youth Development Program
Meetings of the ELOC shall be quarterly or more frequently as directed by staff, the ELOC Chair, or a majority of the members. The regular meeting dates, time, and location of their meetings will be established at their first meeting, and their agendas will be published to the County’s web site in a timely manner. Five members constitute a quorum.
Each ELOC member shall be determined at the time of their appointment. At the initial appointment, the terms of office of the members shall be for 4 years, except that four of the members first appointed shall be designated to serve terms of 2 years, respectively, from the date of their appointments, and five other members shall be designated to serve for terms of 4 years from the date of their appointments. A vacancy occurring during a term shall be filled for the unexpired term. Each member shall hold office until his or her successor has been appointed and has qualified.
The Environmental Resources Division asked the nine organizations who they would like to serve on the ELOC.
Administration Staff confirmed through the Supervisor of Elections Office that all the applicants are Martin County registered voters as required.
The Administration Staff will advise the applicants of the Commission’s decision which will include Sunshine Law, conflicts of interest law, and public records law information to the appointed individuals.

Tom Campenni is also on the Affordable Housing Advisory Committee and the Local Planning Agency which also sits as the Fair Housing Board when necessary.
David Hafner is also on the Community Development Block Grant Citizen Advisory Task Force.

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law.

RECOMMENDATION
Move that the Board confirm the appointments of the following to the Environmental Lands Oversight Committee for terms to begin immediately and end as listed below and authorize the Chair to sign the Resolution of Appointment.
