BACKGROUND/RELATED STRATEGIC GOAL:

 

The Affordable Housing Advisory Committee is organized pursuant to Section 21.256, General Ordinances, Martin County Code.  Pursuant to Section 21.256, the Committee shall consist of at least eight but not more than eleven members who shall be appointed by resolution of the BCC.  Five members shall constitute a quorum.  The Committee shall consist of one County Commissioner and one representative from at least six of the following categories:

 

1.                     a citizen who is actively engaged in the residential homebuilding industry in connection with affordable housing;

2.                     a citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing;

3.                     a citizen who is a representative of those areas of labor actively engaged in homebuilding in connection with affordable housing;

4.                     a citizen who is actively engaged as an advocate for low-income persons in connection with affordable housing;

5.                     a citizen who is actively engaged as a for-profit provider of affordable housing;

6.                     a citizen who is actively engaged as a not-for-profit provider of affordable housing;

7.                     a citizen who is actively engaged as a real estate professional in connection with affordable housing;

8.                     a citizen who actively serves on the Local Planning Agency (pursuant to Section 163.3174 Fla. Stat.);

9.                     a citizen who resides within Martin County;

10.                     a citizen who represents employers within Martin County; and

11.                     a citizen who represents essential service personnel -- any person in need of affordable housing, who is employed by a company or organization located within Martin County, including, but not limited to, teachers and educators, police and fire personnel, health care personnel, and all building trades personnel.

 

The Affordable Housing Advisory Committee typically meets in the Board of County Commissioners’ Workshop Room at 3:30 PM every other month. Their agendas are published to the County’s web site in a timely manner.

 

The Administration Staff advised Jesse Nasianceno (citizen who resides within Martin County) that his term will expire in January 2026 and advised Linda Fithian (citizen who resides within Martin County), Nick Blount and Margaret Hetherington (citizens who are actively engaged as an advocate for low-income persons in connection with affordable housing) that their terms will expire in May 2026.  The incumbents were provided an Application for Appointment to complete and return if so desired.  Ms. Fithian advised staff she will not apply for re-appointment.   Mr. Nasianceno’s term expired January 6, 2026 (he did not submit an application to be considered for re-appointment).

 

The Staff Liaison for the Local Planning Agency, asked the Local Planning Agency members as their February 5th meeting who, if anyone, would like to serve on the Affordable Housing Advisory Committee to represent the Local Planning Agency.  James Moir will represent the Local Planning Agency

 

An Information Release soliciting applicants was emailed via Constant Contact to the Outreach Martin and Local Media email lists which includes local Chambers of Commerce, local businesses, and citizens.

The Administration Staff will advise all the applicants of the Commission’s decision which will include Sunshine Law, conflicts of interest law, and public records law information to the appointed individuals.  Chair letters and Certificates of Appreciation will be mailed to Ms. Fithian, Mr. Campenni, Mrs. Hetherington which the Chair will sign.  Mr. Nasianceno’s certificate and letter were mailed to him on January 6, 2026.

 

ISSUES:

 

                     The Committee shall consist of at least 8 but not more than 11 members.

                     The Committee shall consist of a County Commissioner and 1 representative from at least 6 categories.

 

All terms will begin May 22, 2026 and end May 21, 2028.

 

The Board is asked to re-appoint Nick Blount and appoint Lucille Schilling as citizens actively engaged as advocates for low-income persons.

 

The Board is asked to appoint Justin D’Angelo as a citizen representative of areas of labor actively engaged in home building.

 

The Board is asked to appoint James Moir as the Local Planning Agency representative.

 

The Board is asked to appoint two citizens who reside within Martin County.  A voting sheet is attached.

RECOMMENDED ACTION:

 

RECOMMENDATION

1.                     Move that the Board appoint the following to the Affordable Housing Advisory Committee for terms to begin May 22, 2026 and end May 21, 2028.

Nick Blount and Lucille Schilling - citizens actively engaged as an advocate for low-income persons

Justin D’Angelo - citizen representative of areas of labor actively engaged in homebuilding

James Moir - Local Planning Agency representative

2.                     Move that the Board authorize the Chair to sign the Resolution of Appointment and the Chair letters and certificates for members not re-appointed.
