BACKGROUND/RELATED STRATEGIC GOAL:
The Martin County Operations Facility project originated from long-term facility planning efforts to address aging operational facilities, operational inefficiencies, space limitations, and the relocation of County operations currently located on airport property. The project has been discussed through the County’s Capital Improvement Program planning process and related facility planning efforts over multiple years.
On October 31, 2025, Building Tomorrow’s Schools, Inc. submitted an unsolicited proposal pursuant to Section 255.065, Florida Statutes, for the design, construction, and conveyance of a new Operations Facility. Following receipt of the proposal, the Board of County Commissioners conducted a series of public meetings as required by Florida law to evaluate the proposal, determine whether the project served the public interest, and consider a negotiated Comprehensive Agreement.
Throughout the evaluation process, the proposal was reviewed by County staff, the County Attorney’s Office, financial advisors, technical consultants, and other professional advisors. The Board subsequently approved the Comprehensive Agreement and financing structure for the project.
This presentation provides a summary of the project history, public process, Board actions, consultant evaluations, financing decisions, and current status of the Operations Facility project.
