This is a request by Cotleur & Hearing, on behalf of Bradford Trading Partners, LLC, for approval to (i) revise the master plan of Palm Pike Crossing to expand Lot 5 and (ii) revise the Lot 5 final site plan for the construction of a three-story, 105-unit hotel, totaling 62,877 square feet. The property is approximately 6.57 acres located at the SW portion of Palm Pike Crossing, a master planned commercial development, on the south side of SW Martin Highway, west of SW High Meadow Avenue in Palm City. Included is a request for Certificate of Public Facilities Reservation.

BACKGROUND/RELATED STRATEGIC GOAL:

 

This is a request by Cotleur & Hearing, on behalf of Bradford Trading Partners, LLC, for approval to revise the existing major master site plan of Palm Pike Crossing to expand Lot 5 and to revise the Lot 5 final site plan for the construction of a 20,959 square foot, three-story hotel with 105 rooms and a total gross floor area of 62,877 square feet. The subject property is approximately 6.57 acres located at the SW portion of Palm Pike Crossing, a master planned commercial development, located on the south side of SW Martin Highway and west of SW High Meadow Avenue in Palm City. Included is a request for a Certificate of Public Facilities Reservation for Lot 5.

 

The proposed site is undeveloped and consists of two parcels. Lot 5 will be expanded eastward to include an existing lake and a dry retention area.

 

The applicant is proposing alternative compliance from the primary façade transparency/fenestration provision of Division 20, Commercial, Multifamily, and Industrial Design, Article 4, Land Development Regulations, Martin County Code.

 

The future land use designation for the subject property is Industrial, with LI (Limited Industrial) zoning district. Access to the property is proposed from two locations, one on SW Martin Highway and one on SW High Meadow Avenue.

 

This matter is to be heard by the Local Planning Agency on April 16, 2026. The LPA’s recommendation will be provided to the Board.

LEGAL SUFFICIENCY REVIEW:

 

Because this request involves the application of a policy to a specific application and site, it is a quasi-judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

1.                     Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1;

2.                     Move that the Board adopt the Resolution approving the Revised Major Master Site Plan for Palm Pike Crossing; and

3.                     Move that the Board adopt the Resolution approving the Revised Final Site Plan for Palm Pike Crossing Lot 5.
