BACKGROUND/RELATED STRATEGIC GOAL:
Martin County’s objective is to reduce energy and operating costs, improve indoor air quality and provide an extended equipment life and replacement cycle.
The Martin County Board of County Commissioners (County) requested Statements of Qualifications (SOQs) from Energy Service Companies (ESCo) for a guaranteed energy, water, wastewater and operational savings performance contract. The scope of the project includes but is not limited to adding the Public Safety Complex (PSC) to the existing Holt Correctional Energy Plant, replacing the HVAC systems at Cummings Library, County-wide LED lighting upgrades, building envelope improvements at various facilities throughout the County, and other energy, water, wastewater and operational savings projects County-wide. The RFQ committee unanimously chose Trane US, Inc. (the Contractor) as the best qualified contractor to perform these services.
The Contractor shall analyze the Facilities and provide an IGA Report to the County that will contain recommended Energy Conservation Measures (“ECMs”) and detailed projections of energy and cost savings to be obtained at the Facilities as a result of the installation of the ECMs. The Report shall meet or exceed the requirements of Section 489.145 Fla. Stat. If the Board of County Commissioners accepts the Contractor’s recommendations, a separate more detailed Guaranteed Energy and Operational Savings Contract, including financing options, will be presented to the Board for review and approval. The entire project will be budget neutral and will be funded with future energy and operational savings provided by the project.
Trane USA, Inc. has agreed to provide the IGA and report at not cost to the County unless the County decides to move forward with the Guaranteed Energy and Operational Savings Contract, at which time the cost of the IGA and report will be incorporated into the Guaranteed Energy and Operational Savings Contract.
