The existing facility is proposed to be demolished. The redevelopment of the 5.04-acre site includes a new 28,142 square-foot facility consisting of a programming space, teen center, and gymnasium as well as associated infrastructure and accessory structures. Included is a request for a Certificate of Public Facilities Reservation.

BACKGROUND/RELATED STRATEGIC GOAL:
The Boys & Girls Club site at 11500 SE Lares Avenue is within the General Subdistrict of the Hobe Sound Community Redevelopment Area (CRA). The existing facility was initially developed in the early 1980s. The gymnasium was constructed in 1999. The existing soccer field and parking areas to the north of the buildings were developed in the early 2000s.
As part of the subject revised final site plan application, the existing clubhouse and gymnasium will be demolished. A new 28,142 square-foot facility consisting of gymnasium, programming space, and teen center is proposed. Accessory structures including an outdoor classroom, garden area, and 800 square-foot field house are also proposed. The redevelopment includes a reconfiguration of the soccer field and parking areas. The existing preserve area on-site will undergo restoration activities consisting of exotic species removal, replanting, maintenance and monitoring.
The revised final site plan depicts a right-of-way abandonment along a portion of the SE Lares Avenue frontage. The right-of-way abandonment application is being considered as part of a separate agenda item at the January 6, 2026, Board of County Commissioners meeting.
Included with this application is a request to release two existing unities of title encumbering the site. The first unity of title was executed in 1998 by Boys and Girls Club of Martin County, Inc., and was recorded in Official Records Book 1374, Page 1469, Public Records, Martin County, Florida. The second unity of title was executed in 1999 by Boys and Girls Club of Martin County, Inc., and was recorded in Official Records Book 1442, Page 2063, Public Records, Martin County, Florida. As the subject revised final site plan application requires a right-of-way dedication, the applicant requests to release these two unities of title to allow a new unity of title to be recorded which would permit this conveyance.
As a condition of approval of the revised final site plan, the Boys and Girls Club of Martin County, Inc., a Florida Not-For-Profit Corporation, has agreed to provide a Warranty Deed for Right-of-Way on SE Lares Avenue. Real Property has confirmed ownership, and there are no mortgages encumbering the dedication premises.
Section 139.31 and 139.32, General Ordinances, Martin County Code require that any conveyance of an interest in land to Martin County for any public purpose shall be accepted and approved by Resolution from the Board of County Commissioners of Martin County and pursuant to Section 336.08, Florida Statutes, the Board may designate the right-of-way property as a public County road.
Pursuant to Article 10, Table 10.5.F.9, Martin County Land Development Regulations, review of this application is not required by the Local Planning Agency (LPA).

LEGAL SUFFICIENCY REVIEW:
Because this request involves the application of a policy to a specific application and site, it is a quasi -judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.
RECOMMENDED ACTION:
RECOMMENDATION
1. Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.
2. Move that the Board adopt the Resolution approving the Boys & Girls Club of Martin County Revised Final Site Plan.
3. Move that the Board adopt a Resolution releasing the existing unities of title recorded in Official Records Book 1374, Page 1469 and Official Records Book 1442, Page 2063.
4. Move that the Board adopt a Resolution accepting and approving a Warranty Deed for Right-of-Way as required for the approval of the Boys & Girls Club of Martin County Revised Final Site Plan.
5. Move that the Board authorize the Chair to sign all documents necessary to complete the transaction.
