EXECUTIVE SUMMARY:executive summary

Staff will present a creative new program, called Lot Match, devised to assist underutilized properties (vacant or with empty buildings) and their property owners “match” these assets with residents, businesses or entrepreneurs allowing for the redevelopment and revitalization of these lots and communities. 

This program has been passed through and approved by our Legal Department.  They have supplied a contract for us to work with owners and realtors and there will be disclaimers on all materials.  Examples of these are attached for your review.

BACKGROUND/RELATED STRATEGIC GOAL:

Vacant lots and empty buildings are on many of the main roadways in our CRA areas, especially Dixie Highway.  The disadvantages of this are many.  Economic impacts in the form of reduced property values, lower tax revenue and increased costs. Safety and health risks like crime, mold, pests, hazardous materials, and fire.  This can create a cycle of disinvestment and neighborhood decline that drains municipal resources and has a negative psychological impact on communities and their residents.  The cost of doing nothing about abandoned buildings and vacant lots can be significant.  Assisting in the publicizing and promotion of these properties through Lot Match could  result in the purchase and redevelopment of these properties thus reducing the negative effects stated above.

Economic Development Goals

§                     Goal #1: Reduce blight in the CRA areas and address issues identified in the findings of necessity.

§                     Goal #2: Create appropriate viable Commercial Corridors within CRA areas.

§                     Goal #3: Support and recruit “target” commercial, cultural and light industrial uses/industries within the CRA.

§                     Goal #4: Incorporate the cultural arts, education and recreation as critical components of Economic Development.

§                     Goal #5: Reposition Martin County CRA areas to enhance and encourage private investment and consumer spending.

 

 

LEGAL SUFFICIENCY REVIEW:

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable

law, and legal staff have identified and addressed legal risks and developed strategies for legal defensibility, as applicable.

 

RECOMMENDED ACTION:

Request the Agency approve the implementation of Lot Match and recommend approval to the Board of County Commissioners.
