BACKGROUND/RELATED STRATEGIC GOAL:

 

The Parks and Recreation Advisory Board (PRAB) is addressed in Policy 7.1A.4.(5) of the Martin County Comprehensive Growth Management Plan.  The PRAB’s role is to advise the Board of County Commissioners on the planning and implementation of the Parks and Recreation Master Plan and to make recommendations on programs, services, acquisition and uses of parkland, sports and recreation facilities, as well as such other duties as may be assigned by the Board of County Commissioners.

 

In December 2015, the Board of County Commissioners approved Resolution No. 15-12.16, as amended by Resolution Number 19-4.8, which reorganized the PRAB. The PRAB now consists of nine members - each County Commissioner appoints one individual from his or her Commission District, and there are four at-large members. Members shall not be employed by the County, related to a County employee, or have a business relationship with a Parks and Recreation vendor.  Members are be appointed for staggered terms of one and two years for initial appointments.  All other terms shall be for two years.

 

The PRAB meets on the third Thursday of each month at 4:30 PM in the Administration Building.  The agendas are published to the County’s web site in a timely manner.

The Administration Staff advised Jack Mathison and Craig Taylor that their terms will expire on April 8, 2025. The incumbents were provided an Application for Appointment to complete and return if so desired.

 

The representative for Commission District 1 has been vacant for some time. The terms for Commission District 2 (Casey Cass), Commission District 3 (Anthony Burr), and Commission District 5 (David Bradford, Jr.) will expire April 8, 2025 and May 8, 2025 for Mr. Bradford.  Commission Aides for Commission Districts 1, 2, 3, and 5 were asked on January 17, 2025 to request their Commissioner who they would like to serve on the Parks and Recreation Advisory Board to represent them. 

 

Following the Board’s appointment, the Administration Staff will advise all the applicants of the Board’s decision and will provide information related to the Sunshine Law, conflicts of interest law, and public records law to those appointed.  Chair letters and Certificates of Appreciation will be mailed to Craig Taylor, Anthony Burr, David Bradford, Jr., any other members not reappointed.  The Chair will sign the letters and certificates.

 

ISSUES:

 

The Board is asked to select TWO individuals to fill the at-large positions for terms to begin April 9, 2025 and end April 7, 2027.  A voting sheet is attached.

Commissioner Vargas is appointing TBD for a term to begin immediately and end March 24, 2027.

 

Commissioner Hetherington is re-appointing Gerald “Casey” Cass for a term to begin April 9, 2025 and end April 8, 2027.

 

Commissioner Capps is appointing R. Douglas “Doug” Smith for a term to begin April 9, 2025 and end April 8, 2027.

 

Commissioner Ciampi is appointing Chris Pinkston for a term to begin May 9, 2025 and end May 8, 2027.

 

NOTES:  Gerald “Casey” Cass is also on the Port Salerno Neighborhood Advisory Committee and Chris Pinkston is also on the Old Palm City Neighborhood Advisory Committee.

RECOMMENDED ACTION:

 

RECOMMENDATION

                     Move that the Board confirm the appointment of TBD to be the Commission District 1 representative on the Parks and Recreation Advisory Board for a term to begin immediately and end March 24, 2027.

                     Move that the Board confirm the appointment of Gerald “Casey” Cass to be the Commission District 2 representative on the Parks and Recreation Advisory Board for a term to begin April 9, 2025 and end April 8, 2027.

                     Move that the Board confirm the appointment of R. Douglas “Doug” Smith to be the Commission District 3 representative on the Parks and Recreation Advisory Board for a term to begin April 9, 2025 and end April 8, 2027.

                     Move that the Board confirm the appointment of Chris Pinkston to be the Commission District 5 representative on the Parks and Recreation Advisory Board for a term to begin May 9, 2025 and end May 8, 2027.

                     Move that the Board appoint two individuals to the at-large positions on the Parks and Recreation Advisory Board for terms to begin April 9, 2025 and end April 8, 2027.

                     Move that the Board authorize the Chair to sign the Resolution of Appointment and letters/certificates to any out-going members.
