On October 21, 2025, the Martin County Board of County Commissioners (Board) approved moving forward with the acquisition of the 16 top priority parcels selected by THE ELOC, as part of the 2024 ten (10) year voter-approved tax referendum for environmentally sensitive lands.
The Perry Beach Addition parcel, which is approximately 1.019-acres, was ranked fifth on the ELOC priority list. This vacant parcel was listed for $2.2 million and had an average appraised value of $1,987,500. Staff worked with the property owner, Goose 220, and negotiated an agreed purchase price of $1,980,000. Funding for the project will be provided through the Conservation Lands Sales Tax funding.
Real Property has reviewed title work, confirmed ownership of the parcel, and determined that there are no unacceptable encumbrances. Upon review and approval of all required documents by the Legal Department, Real Property will proceed towards closing on or before March 16, 2026. A boundary survey and sketch & legal description are being prepared and reviewed by the County’s Survey Division.
In compliance with Florida Statute 286.23, a Beneficial Interest notice, along with an Affidavit of No Conflict were executed prior to the execution of the conditional contract.
Sec. 139.31 and 139.32, General Ordinances, Martin County Code, require that any conveyance of an interest in land to Martin County for any public purpose shall be accepted and approved by resolution by the Board of County Commissioners of Martin County.

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board:
a) adopt a resolution approving and accepting the purchase of a 1.019-acre parcel from Goose 220 MacArthur LLC, a Florida limited liability company; and
b) authorize the Chair to execute the Sales Contract for Vacant Land in the amount of $1,980,000; and
c) authorize the County Administrator or designee to execute all closing documents necessary to complete this transaction.
