Since 1978, the former Hobe Sound Landfill, located along SE Bridge Road east of SE 138th Street and west of SE Otter Lake Drive, has been used as a recreational go-kart racing track. On July 24, 2012, the County entered into a public purpose lease agreement with South Florida Karting Inc., a Florida not-for-profit corporation, which operates a public go-kart racing track on the County-owned property where children and families can participate in a safe and regulated racing environment thereby promoting a healthy outlet for children and families alike to learn sportsmanship while teaching early driving skills to our youth prior to becoming licensed drivers.
The existing electrical pole was damaged in a recent storm and a temporary pole was placed. After discussions with FPL and the leaseholder, South Florida Karting, it was determined an extension of their electrical service to the existing go-kart track facilities would be the best course of action. A non-exclusive Utility Easement is required for FPL to provide this service.
In compliance with Section 139.50 General Ordinances, Martin County Code, prior to granting this easement, the Board must consider the following:
1. The easement facilitates provisions of the utility’s service on the County-owned parcel and provides added value to the site.
2. The service promotes the general welfare by providing the needed service for South Florida Karting, Inc.
3. The existence and location of the easement will not interfere with the use by the County of the County property.
4. There is no consideration to be paid by FPL for the easement, as the extension of service is needed for County services.
5. FPL has agreed to cooperate in moving the easement if the County should require.
A sketch and legal description for the Utility Easement has been reviewed and approved by the County Survey Division.

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board (i) grant Florida Power & Light Company, a Utility Easement on County-owned property, in accordance with Section 139.50, General Ordinances, Martin County Code, for extension of electrical service to the existing go-kart track facilities in Hobe Sound and (ii) authorize the Chair to execute all documents necessary to complete this transaction.
