In May 2025, BD Bard Liberator formally communicated its intention to exercise the renewal option for office space the company leases at the Martin County Airport/Witham Field, located at 1823 SE Airport Road, Stuart, Florida. Additionally, BD Bard Liberator has expressed a desire to remove the office building at 1921 SE Airport Rd. from their existing lease. In response, Airport staff recommends initiating a formal Request for Proposal for the 1921 SE Airport Road office space to identify a new tenant who can effectively utilize the area while adhering to all Federal and State obligations pertaining to its use.

BACKGROUND/RELATED STRATEGIC GOAL:
Staff is seeking approval to initiate the Request for Proposal process in compliance with applicable Local, State, and Federal regulations, rules, and laws for the office space located at 1921 SE Airport Rd. While BD Bard Liberator has made considerable refurbishments to the building’s interior, the leasehold improvements will remain with the property as the tenant vacates. This factor will be taken into consideration during the fair market value assessment of the property.
The proposed selection criteria for the Request for Proposal are as follows:
Airport Investment (0-10 Points)
Respondents are expected to provide an outline of their proposed investments in the building, which may include renovations and rehabilitations aimed at supporting aeronautical functions or aeronautical workforce development training initiatives.
Price Proposal (0-35 Points)
Proposals that exceed the full market value rental rate are preferred, as this will help maintain the airport's status as an enterprise fund and fulfill federal obligations.
Strength of Business (0-20 Points)
The airport is seeking respondents who demonstrate the capability to initiate and sustain the proposed operations. It is essential that respondents possess the necessary financial resources and relevant prior experience to conduct their activities in a manner that aligns with the airport’s economic objectives.
Number of Proposed Employees (0-5 Points)
The airport is interested in business models that facilitate employee density through shared workspace arrangements.
Aeronautical Affiliation (10 Points)
Given that the building lacks direct access to the airport's aeronautical infrastructure (i.e. Runways and Taxiways), activities that support aeronautical functions or aeronautical workforce development training initiatives will be awarded higher points compared to those simply seeking commercial office space.
Economic Compatibility (10 Points)
The airport seeks respondents who align with its economic goals, particularly focusing on aeronautical support functions and aeronautical workforce development training. Proposals that facilitate training and promote high-skilled job growth at Witham Field will be awarded higher points.
