This is a request by Lucido & Associates on behalf of Atlantic Fields Club, LLC for final site plan approval for Phase 1D, Tract R3 within the Discovery PUD. This final site plan includes development of the Pasture Recreation Tract, temporary and permanent structures and related infrastructure. Phase 1D is approximately 15.78-acres located in the northwest quadrant of the SE Bridge Road and SE Discovery Drive intersection in Hobe Sound. Included with this application is a request for a Certificate of Public Facilities Reservation.

BACKGROUND/RELATED STRATEGIC GOAL:
The Discovery PUD including Master and Phasing Plan was approved September 13, 2022. The Discovery PUD is a platted residential development consisting of a maximum of 317 residential units, along with recreational facilities that include a golf course and other amenities on approximately 1,530.9 acres in Hobe Sound.
This final site plan includes the construction of an access road from Phase 2C to access pasture areas, a temporary sales center building, parking areas, barn and related supporting infrastructure.
Pursuant to Sec. 10.5.F.9., Land Development Regulations (LDR), review of this application by the Local Planning Agency is not required.

LEGAL SUFFICIENCY REVIEW:
Because this request involves the application of a policy to a specific application and site, it is a quasi-judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross-examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION
1. Move that the Board receive and file the agenda item and its attachments including the staff report as Exhibit 1.
2. Move that the Board adopt the Resolution approving the Phase 1D Final Site Plan for the Discovery PUD project.
