BACKGROUND/RELATED STRATEGIC GOAL:

The most recent master plan approval for Sands Commerce Center I and III (Center I and III) was approved concurrently with a final site plan for a phase of the Commerce Center III on March 6, 2017. Center I contains approximately 389,951 sf and Center III contains approximately 417,000 sf of industrial use in three buildings. Center I and III are fully built out.

With the master plan for Center I & III, a preserve area management plan was recorded which included area on property directly to the west, under common ownership with Center I and III. The preserve area also counted towards open space for I & III as part of the overall master plan.

With the subject application, the master plan is proposed to be revised to include Commerce Center IV (subject final site plan). Center IV is proposed on the adjacent property that has a portion of the wetland and upland preserve area from the previous master plan. This preserve area will be expanded to include additional wetland and upland preserve area that is required for Center IV.

The subject Center IV final site plan proposes approximately 456,600 square feet of industrial use in five buildings, with associated infrastructure. Access to the site is proposed from the extended SW Cargo Way, which has an approved right of way use permit. An impact fee credit agreement was approved on June 6, 2023 to apply transportation related impact credit in the amount of $675,000 to the subject property. In the case that there is remaining Credit, the balance will be applicable to the property directly south of Center IV, south of SW Cargo Way.

Pursuant to Section 10.5.F.9, Land Development Regulations, Martin County Code, a review of this application before the Local Planning Agency was held on February 1, 2024. Compliance findings are presented to the Board.
