BACKGROUND/RELATED STRATEGIC GOAL:

 

On October 26, 2023, Brightline Trains Florida transmitted a Request for Proposal (RFP) to Martin County Administration and the City of Stuart regarding the potential for a station in Martin County. Staff is requesting direction from the Board of County Commissioners (BCC) regarding the following:

 

                     Permission to submit a potential station proposal to Brightline

o                     Whether to move forward with a proposal

                     BCC Determination of Potential Station Locations

o                     Courthouse Parking Lot on Flagler

o                     Martin County Fair Grounds

                     Permission to allocate funding up to $125,000 from general reserves for the purposes of:

o                     Creating conceptual drawings for proposed station locations.

o                     Collecting and analyzing economic, demographic, commuter, and rail design data as it relates to Brightline requirements.

o                     Developing reports, graphics, and tables for a proposal to Brightline.

o                     Communicating Martin County’s position with interested stakeholders and affected communities.

 

ISSUES:

 

If the BCC would like to consider submitting a proposal to Brightline, further research is necessary. Staff will need to work with consultants to study the potential locations of a Brightline Station in Martin County. Staff intends to return in December to provide an overview of the conditions surrounding each proposed site and the issues surrounding each proposed location.  Staff will present a draft of the proposal that will be submitted to Brightline to the BCC in December.  The BCC will be asked to provide further direction to staff in December regarding the proposal submission to Brightline. Brightline is requiring that Martin County submit a proposal by December 22, 2023, no later than 5:00 P.M. (EST) if the BCC would like Martin County to be considered for a Treasure Coast Station.

 

Staff will also need to coordinate with the City of Stuart to determine what roles and responsibilities each entity will be responsible for on the proposed Courthouse Parking Lot site.

RECOMMENDED ACTION:

 

RECOMMENDATION

If the Board of County Commissioners would like to move forward with submitting a proposal to Brightline Staff Recommends the following:

 

Move that the Board authorize staff to develop a proposal in response to the RFP advertised by Brightline and present the draft proposal to the BCC in December.

 

Move that the Board authorize a Budget Transfer from General Fund Reserves up to the amount of $125,000.
