BACKGROUND/RELATED STRATEGIC GOAL:
On September 13, 2022, during Commissioner comments, the Board of County Commissioners directed staff to prepare a request for purchase to review infill development, residential capacity, rural development options, environmental lands preservation, and to include a plan for public participation and community development.
On February 7, 2023, staff sought direction on engaging a consultant to conduct a western lands planning study. The Board directed staff to review the old 2020 Vision For A Sustainable Martin County and evaluate what has been accomplished and what needs to be done to preserve and possibly acquire land. An Interlocal Agreement was completed with the Treasure Coast Regional Planning Council (TCRPC) in July 2024.
Attached to this agenda item are three draft documents provided by TCRPC: a Martin County Western Lands Studies Summary, a Map titled Martin County Preserve Lands and a multi-tab spreadsheet providing analysis of the following previous studies/planning efforts.
• The 2020 Vision for a Sustainable Martin County (1999)
• Comprehensive Everglades Restoration Plan (2000)
• Martin-St. Lucie Regional Land Use Study (2002)
• Rural and Agricultural Lands Inventory (2003)
• Rural Lands Symposium (2003)
• Sustainable Treasure Coast (2005)
• Development Patterns Study (2007)
• Land Protection Incentives Amendment (2008)
• St. Lucie Basin Management Action Plan (2013)
• Rural Lifestyle Presentation (2022)
• Martin 2040: The Western Lands Study (2024)
Thomas Lanahan, Executive Director of the Treasure Coast Regional Planning Council, will present a summary of the results.
