Staff is requesting that the Board of County Commissioners consider approval of two (2) new CARES programs. One program is a reboot program for Martin County’s tourism industry that has been significantly impacted by COVID-19. The other program is to provide mental health services to individuals impacted by the COVID-19 pandemic both emotionally and economically.

BACKGROUND/RELATED STRATEGIC GOAL:
On March 27, 2020 the Coronavirus Aid, Relief, and Economic Security (CARES) Act passed and was signed into law. On June 10, 2020 Governor Ron DeSantis announced the State of Florida’s plan to distribute $1.275 billion in CARES Act funds to counties with a population below 500,000. Using a phased approach, the Florida Division of Emergency Management (FDEM) is distributing funds to these counties, beginning with an initial disbursement of 25% of each county’s allocation. Martin County’s initial disbursement (Phase 1) was $7,023,315. Martin County is eligible for up to $28,000,000 through the phased allocation program of the State of Florida Department of Emergency Management (FDEM).
Staff is recommending the Board allocate CARES funds for the following Programs:
Tourism - Rebound Program
Identified Goals
• Re-Introduce Martin County as in-state option for Floridians during the fall/ winter during COVID 19 Pandemic.
• Increase the knowledge of Martin County's unique tourism product during the COVID 19 Pandemic.
• Help the consumers recognize the viability of Martin County as a destination during COVID 19 due to the low density and wide-open spaces.
• Promote the accessibility and proactive steps the attractions and tourism businesses are taking to keep consumers safe during COVID 19.
• Martin County Tourism Business Accelerator Program- Attraction tourism industry assistance to deal with the market and changes due to COVID 19.
Projected Costs
• Rebound Campaign - $500,000
• PPE Promotional Items - $100,000
• Niche Marketing - $100,000
• Consumer Sentiment Research - $100,000
• Public Relations/Familiarization Tours - $100,000
• Martin County Accelerator Program - $100,000
Mental Health Assistance
*To be administered by the United Way of Martin County.
Identified Goal
• Continue mental health programs serving individuals affected by COVID 19 that were depleted due to a lack of resources.
• Expand existing programs to meet the new demand to treat individuals affected by COVID 19.
• Expand capabilities of mental health programs to utilize telemedicine to treat individuals affected by COVID 19.
Projected Costs
• Banner Lake Program - Up to $36,200
• Project Lift - Up to $250,000
• Tykes and Teens - Up to $123,122
• Suncoast Mental Health Center - Up to $44,060
• Administration of Grant - Up to $40,805
• Total - Up to $494,187
