BACKGROUND/RELATED STRATEGIC GOAL:

3. Purpose of the Agreement:                     To provide a mechanism for payment of costs associated with replacement of a water main in the South Sewall’s Point area of Martin County

5. Duration:                     Until final completion of the project including all final reimbursements between Martin County and the Town of Sewall’s Point

 

6. Benefits to Martin County:                     The combination of the Town of Sewall’s Point Drainage and Resurfacing Project with the Martin County Water Main Replacement Project is more efficient than constructing two separate projects and minimizes the impacts of construction to the residents in the Project area.

 

7. Costs to Martin County:                                                               $1,417,482.01

 

 

 

The Town of Sewall’s Point (Town) has budgeted for the design, permitting, and construction, including installation of drainage and resurfacing of roadways within its southern boundaries referred to as “South Sewall’s Point”.  The County has water mains in the same location of the Towns drainage and resurfacing project that need replacement due to age and a history of breaks.  The Town and the County recognized that it would be the most efficient to combine the Town Project and the County Project. 

 

The Town advertised bids for the combined project, utilizing a unit price and quantity bid document.  The lowest responsible, responsive bidder for the Project was Sunshine Land Design. 

 

The County’s portion of the Project is estimated at $1,417,482.01.  The funding of the County’s portion will be from existing budgeted water main replacement funds.

 

In order for the County to pay for its portion of the Project, an Interlocal Agreement between the Town and the County must be executed.

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law, has identified and addressed legal risks, and has developed strategies for legal defensibility.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board approve and authorize the Chairman to execute the Interlocal Agreement for the South Sewall’s Point drainage, resurfacing and water main replacement project.

Pull this item from the Consent Agenda and provide additional direction to staff.
