BACKGROUND/RELATED STRATEGIC GOAL:

 

The Complete Count Committee (CCC) was created on October 22, 2019 pursuant to the upcoming census via Resolution No. 19-10.10.  The CCC shall have the duty and responsibility to advise/make recommendations to the Board of County Commissioners in matters affecting the 2020 United States Census.  The CCC shall:

A.                     Assist in maximizing participation and census response rates in Martin County.

B.                     Increase awareness of the benefits and importance of the Census to Martin County residents.

 

The CCC shall be comprised of 11 members.  Each member shall be a Martin County resident.  The Committee should be representative with regard to age, sex, race, length of residence in the community, geographic area, and point of view. Appointments are made by the Board of County Commissioners.  The membership is as follows:

 

Martin County Commissioner or appointee                     Martin County School District representative

City of Stuart representative                     Town of Sewall’s Point representative

Village of Indiantown representative                     Town of Jupiter Island representative

Town of Ocean Breeze representative                     Business Development Board representative

United Way representative                     Indian River State College representative

Faith Based Organization representative

 

The Committee shall be in existence until an accepted 2020 Census Count is completed or until December 31, 2020, whichever comes first.  Terms of the members shall expire by December 31, 2020.  The Board of County Commissioners shall fill any vacancy for an unexpired term. All appointments are made by the Board of County Commissioners.

 

An Information Release soliciting applicants for the only non-agency member (the Faith Based Organization Representative) was emailed via Constant Contact to the Outreach Martin, Local Media, and past CARES graduates email lists which includes local Chambers of Commerce, local businesses, and citizens (well over 2,600 recipients).  The Information Release was also posted to the County’s web page under News.

 

The first CCC meeting is scheduled for January 15, 2020 at 4:00 PM and will be held in the Growth Management Department Conference Room (Administrative Building).

 

The Administration Staff will advise the applicants of the Commission’s decision which includes Sunshine Law information to the appointed individuals.

The Board is asked to confirm the agency members and appoint the Faith Based representative and appoint a County Commissioner.

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

                     Move that the Board is asked to confirm the agency members, appoint the Faith Based representative, and appoint a County Commissioner.

                     Move that the Board authorize the Chair to sign the Resolution of Appointment.
