BACKGROUND/RELATED STRATEGIC GOAL:
On September 25, 2012, the BOCC directed the Parks and Recreation Department to develop a policy to address the use of bounces houses, pony rides, etc. on County Park property. The current policy (attached) was approved on October 9, 2012, and needs to be updated to reflect statutory changes and to address the service demands of the Martin County Park System Users.
This proposed Amusement and Entertainment Policy appropriately addresses the liability and insurance issues as it relates to amusement rides and apparatuses sought to be used within Martin County Parks. To continue providing an acceptable level of public safety, Park and Recreation will continue to facilitate Special Event Permits for certain permitted rides and sets forth an additional interactive process whereby a municipality may seek to use additional permitted and unpermitted rides on County Property.
The proposed Amusement and Entertainment Policy provides guidelines and restrictions so that the citizens of Martin County can have an enhanced experience and enjoyment of the Martin County Parks and Recreation System while safeguarding the public and County assets. In addition, this policy provides guidelines and restrictions that will limit the risk exposure to the County by setting forth requirements of vendors and operators of these rides.
ISSUES:
The revisions outline what rides and attractions are permitted and the process in which an individual, organization, or municipality may apply to operate a permitted ride through the Special Event Permit process as well as a process by which a municipality may apply to the County to operate the exceeded number of permitted rides and unpermitted rides.

Move that the Board approve the revised Amusement and Entertainment Policy.
