BACKGROUND/RELATED STRATEGIC GOAL:

On March 5, 2024, the Board directed staff to draft a Request for Proposal, with deed restrictions, for the sale of the County owned property located at 3500 SW Palm City School Avenue on Martin Highway in Palm City (“the Property”).

On January 28, 2025, the Board approved a Preliminary Request for Proposal (RFP) to designate the Property as surplus and to pursue the sale and redevelopment of the Property pursuant to the CRA land development regulations for Old Palm City.  The adoption of a resolution declaring the parcel as surplus was not part of the recommendation.

On July 8, 2025, the Board of County Commissioners accepted the proposal for RFP2025-3672 for sale and development of the Property. In accordance with the proposal, the County is selling the property to the highest bidder, Medalist Building Group, LLC, a Florida limited liability company (“Medalist”).

Pursuant to Florida Statutes Section 125.35, the Board of County Commissioners is authorized to sell and convey any real property whenever the board determines that it is in the best interest of the County to do so, to the highest and best bidder after a public hearing and to adopt a resolution declaring the property as surplus.

Pursuant to Florida Statutes Section 163.380, the disposal of property in a community redevelopment area is authorized, provided the Buyer shall be obligated to develop such surplus real property (i) only for uses specified in the community redevelopment plan, (ii) in accordance with the RFP and (iii) consistent with such other requirements as the county, municipality, or community redevelopment agency may determine.
