The Board of County Commissioners (Board) approved the allocation of salary adjustments for those employees with positions that are part of the Teamsters Local 769 organization. In an effort to provide equity among the workforce, it would be appropriate to extend the same benefit to those employees that fall into the category of non-bargaining.

BACKGROUND/RELATED STRATEGIC GOAL:

 

Martin County has roughly 980 full time positions assigned under the purview of the Board. Of those positions, there are three different groups: International Association of Firefighters Local 2959 (IAFF), Teamsters Local 769 (Teamsters), and Non-Bargaining. IAFF and Teamsters are both labor unions with contracts that are negotiated and provide for any monetary adjustment that can be applicable to the positions within their union.

 

In the past, when salary adjustments have been approved for the Teamster bargaining unit, the Board has approved similar salary adjustments for those positions that are identified as Non-Bargaining. The Board approved a $.63 per hour or three-percent salary adjustment, whichever is greater, for the roughly 330 positions that are part of the Teamsters union. Staff is requesting that the Board approve the same salary adjustment for the Non-Bargaining positions effective as of October 1, 2018. The County Attorney and County Administrator would also receive this salary adjustment per both of their employment contracts.

 

ISSUES:

 

Human Resources constantly monitors the job market to ensure Martin County’s position classifications and pay structures remain competitive, but must remain within our existing pay and classification system and budget. This salary adjustment will allow the County to provide some monetary incentive for employees that will offset their cost of living increase as well as an increase in employee health insurance premiums.

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board approve a salary adjustment for all Non-Bargaining, the County Attorney and County Administrator positions that will mirror the salary adjustments that were recently approved in the Teamsters labor contract effective October 1, 2018.

FISCAL IMPACT:

 

RECOMMENDATION

The monetary impact is roughly $760,000 with funding from various funds and sources. The ad valorem impact is roughly 60% with the balance coming from fees and other taxes. The FY19 Tentative Budget has salary adjustments included.
