BACKGROUND/RELATED STRATEGIC GOAL:
Permission to apply for Federal Transit Administration (FTA) FY21 Title 49 U.S.C. Section 5307 Urbanized Area Formula Program Funding. FTA appropriates Section 5307 funds annually on the basis of legislative formulas to assist urbanized areas with Transit in the following ways.
• Operating: This supports the fixed route services in the urbanized area, as well as Americans with Disabilities Act (ADA) Paratransit Services.
• Capital: The Capital portion helps to fund the administrative costs, vehicle purchases, and software/hardware equipment procurements.
• Safety & Security Enhancements: This portion of the grant is used to purchase security and safety equipment such as surveillance cameras and lighting at transit locations, as required by the grant.
This grant is necessary to continue Public Transit Services in Martin County. Martin County must apply for this grant each year.

A grant match is required. The FY21 State Public Transportation Block Grant of $335,264, as well as $166,905 from the County’s General Fund that is included in the Public Works Transit Division operating budget will be used as match.

LEGAL SUFFICIENCY REVIEW:
To the extent this item contains legal issues; it has been reviewed for legal sufficiency, though it is mostly a matter of Board policy.
RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board authorize the County Administrator or designee to execute and file a FY21 Section 5307 Urbanized Area Formula Program Funds application on behalf of the Martin County Board of County Commissioners, with the Federal Transit Administration for federal assistance as authorized by U.S.C. 49, Chapter 53, Title 23, and other federal statutes authorizing a project administered by the Federal Transit Administration.

RECOMMENDATION
Martin County is a designated recipient of FTA Section 5307 funds, designated by the governor of the State of Florida. As a designated recipient of Section 5307 funds the County is eligible to receive State Public Transportation Block grant funds, FTA Section 5311, and FTA Section 5339 funds. If the County chooses not to apply for the FTA Section 5307 funds, the County forfeits all the above-mentioned grants and would have to decrease its public transit services accordingly.

Martin County will receive $1,164,169 in FTA Section 5307 funding.
