This is a request by Velcon Engineering & Surveying, LLC, on behalf of Tight-Line Lakes, LLC, for approval of the Pentalago Phase II Plat. Phase II contains sixteen (16) of the forty-two (42) lots in the Pentalago single-family subdivision. The subject site is located north of I-95 and generally east of SW Citrus Boulevard in western Palm City. Included is a request for a Certificate of Public Facilities Exemption.

BACKGROUND/RELATED STRATEGIC GOAL:
The Pentalago Phase II subdivision was approved on February 3, 2023, through a minor final site plan review. The Pentalago Phase II minor final site plan is consistent with the master plan approved on August 14, 2018. Phase II contains sixteen (16) of the forty-two (42) lots in the Pentalago single-family subdivision. Phase II consists of approximately 80.05 acres located north of I-95 and generally east of SW Citrus Boulevard in western Palm City.
Access to Pentalago Phase II is provided via internal roadways in Pentalago Phase I connecting to SW Citrus Boulevard.
As a result of the review of the plat application, minor technical adjustments were required to the previously approved final site plan for the Pentalago Phase II project to achieve consistency with the plat in accordance with Section 10.5.F.6(e), Land Development Regulations, Martin County Code. The minor technical adjustments to the final site plan were approved on February 26, 2024.
All required improvements and infrastructure have been constructed and approved by the County Engineer pursuant to Section 4.913.A, Land Development Regulations, Martin County Code; therefore, security and contract are not required.
Pursuant to Article 10 of the Martin County Land Development Regulations, review of this application by the Local Planning Agency was not required. Final action on this application is required by the Board in a public meeting pursuant to Table 10.5.F.9, Land Development Regulations, Martin County Code.

LEGAL SUFFICIENCY REVIEW:
Because this request involves the application of a policy to a specific application and site, it is a quasi-judicial decision. Quasi-judicial proceedings must be conducted with more formality than a legislative proceeding. In quasi-judicial proceedings, parties are entitled - as a matter of due process - to cross-examine witnesses, present evidence, demand that witnesses testify under oath, and demand a decision based on a correct application of the law and competent substantial evidence in the record.

RECOMMENDATION
1. Move that the Board receive and file the agenda item including the staff report as Exhibit 1.
2. Move that the Board approve the Pentalago Phase II Plat.
