BACKGROUND/RELATED STRATEGIC GOAL:
In 2022 the Board of County Commissioners (BCC) recognized that access to affordable housing was an issue that required staff’s attention. The BCC requested staff to focus on the following areas:
• Focus on Homeownership
o Development of a Community Land Trust (CLT)
§ CLT is up and running
§ Working on projects in Banner Lake
o Inclusion of Tiny Homes into Comprehensive Plan
§ Accessory Dwelling Units (ADUs) are allowable in Martin County
§ Commissioners have visited a “Tiny Home” manufacturer in Palm City
o Prioritize Capital Improvement Projects that assist with homeownership
§ County has applied for numerous “septic to sewer” projects
§ State Housing Initiatives Partnership Program (SHIP) fully funded
o Monitor for Public Private Partnership (“PPP) opportunities
§ Working with CLT
• Focus on Affordable Rentals
o Sustained Rental Subsidy Program for income eligible populations
§ HIPP- Home Investment Partnerships Program - Tenant Based Rental Assistance (TBRA) program
The Board of County Commissioners then requested that staff regularly update the Board on the progress of the previous areas of focus.
