In accordance with Chapter 87, Article 4, Emergency Services and Transportation, General Ordinances, Martin County Code, any ambulance service that engages in rendering emergency medical services and ambulance transportation in Martin County shall apply for the appropriate Certificate of Public Convenience and Necessity (COPCN) from the Board of County Commissioners (“Board”).  HCA Florida Lawnwood Hospital (HCA) applied for a COPCN to provide secondary interfacility emergency medical transportation service.

BACKGROUND/RELATED STRATEGIC GOAL:

 

In accordance with Section 87.105, Article 4, General Ordinances, Martin County Code, emergency medical service providers must obtain a COPCN from the Board prior to operating in Martin County. There are three classifications of COPCN’s.

 

                     Primary-Covers government entities that use Advanced Life Support vehicles to conduct emergency, non-emergency, and interfacility Advanced Life support (ALS) or Basic Life Support (BLS) services.

                     Secondary- Covers business, agencies, and hospitals that use ambulances based in Martin County to conduct non-emergency, inter-facility medical transport services at the ALS and/or BLS level.

                     Special Secondary- Covers gated communities, or HOA’s, who chose to operate advanced or basic life support to a defined geographic area that does not include transport. 

 

Pursuant to Section 87.105, HCA Florida applied for a COPCN to provide secondary interfacility emergency medical transportation services that will originate at the HCA stand-alone facility being built on Kanner Highway and terminate out of the County. Fire Chief Chad Cianciulli investigated the application and scheduled a public review before the Emergency Medical Service Advisory Council on December 4th, 2024. At the public review, the application was reviewed along with qualifications and the additional need for such services in Martin County. After comments and discussion, the Council unanimously voted to recommend to the Board support of the issuance of secondary provider COPCN to the applicant. Pursuant to Section 85.107, Chief Cianciulli is reporting the recommendation of support of the Medical Services Advisory Council to the Board for its consideration to grant the COPCN to HCA Florida.
