BACKGROUND/RELATED STRATEGIC GOAL:

 

The Development Agreement between Martin County and Master Developer for Newfield, as recorded in Official Record Book 3203, Page 1357 of the Public Records of Martin County Florida, requires the Master Developer to construct certain improvements to a portion of SW Newfield Parkway (formerly SW Citrus Boulevard) and to construct SW 84th Avenue from SW Busch Street to SW Newfield Parkway (formerly SW Citrus Boulevard).  The Master Developer has substantially completed the improvements along SW Newfield Parkway and will soon commence the construction of SW 84th Avenue.

In addition, the Master Developer has obtained Master Site Plan approval for 436 residential units in multiple housing types, including townhomes, duplexes, and apartment buildings, with associated infrastructure and amenities and 1,100,000 square feet of nonresidential uses in the Workplace District.  Applications for Final Site Plan within the Workplace District are pending approval and include construction of a portion of SW Pioneer Parkway, which provides the sole access to SW Newfield Parkway until it is ultimately connected to the Crossroads. Neighborhood.

With the construction the improvements along SW Newfield Parkway, the construction of SW 84th Avenue, and the construction of SW Pioneer Parkway, it is necessary to:

                     lower the posted speed limit from the existing 45 mph to 35 mph along the approaches to and within the Crossroads Neighborhood;

                     construct a traffic signal on SW Newfield Parkway at SW 84th Avenue; and

                     construct a traffic signal on SW Newfield Parkway at SW Pioneer Parkway.

The Board is asked to adopt a resolution to establish maximum speed limits on SW Newfield Parkway through the Crossroads Neighborhood and to authorize the installation of traffic signals on SW Newfield Parkway at its intersections with SW 84th Avenue and SW Pioneer Parkway.
