EXECUTIVE SUMMARY:

executive summary

This agenda item seeks Board of County Commissioners’ consideration and approval to enter an amendment to the original Interlocal Agreement with the Martin County Tax Collector’s Office. The purpose of the amendment is to change the costs the Tax Collector is entitled to recover for expenditures from $3.25 to $5.00. This amendment will allow the Tax Collector to cover the costs for processing animal licensing and to account for increased costs over the last 21 years.

BACKGROUND/RELATED STRATEGIC GOAL:

In 2004, the Martin County Board of County Commissioners entered into an Interlocal Agreement with the Martin County Tax Collector’s Office to have the Tax Collector’s Office administer the collection of animal licensing fees and issuance of animal tags. The original Interlocal, which continues to remain in effect, sets forth the duties and responsibilities between the BOCC and the Tax Collector. Per the original Interlocal, the BOCC agreed to pay the Tax Collector $3.25 per license to cover the costs of issuance and administrating the licensing; these costs include personnel, paper, tags, envelopes, and office supplies such as ink. Since the original interlocal was entered into 21 years ago, costs of issuance and administration have increased, resulting in the need to increase the compensation to the Tax Collector by $1.75 per tag. This amendment states that the County would compensate the Tax Collector $5.00 per license; it does keep the replacement tag the same at $1.00. All other items in the original Interlocal remains intact.
