This is a request for review and approval of the State Housing Initiatives Partnership (SHIP) Program 2022/2023 annual report. Upon approval, this report will be submitted to the Florida Housing Finance Corporation (FHFC).

BACKGROUND/RELATED STRATEGIC GOAL:

 

Section 420.9075 (10), Florida Statutes, requires each county to submit to the Florida Housing Finance Corporation (FHFC) an annual report of its affordable housing programs and accomplishments. Transmittal of the annual report certifies that the local housing incentive strategies, or, if applicable, the local housing incentive plan, have been implemented or are in the process of being implemented pursuant to the adopted schedule for implementation.  As required by Florida Statutes, the public has been made aware of the annual report and been given the opportunity to inspect and provide comment. 

 

2022/2023 SHIP funds are fully encumbered in Martin County but have not been fully expended due to unforeseen delays in project completions.

 

ISSUES:

 

Due to unforeseen project delays, FHFC has granted a submission extension for the final 2022/2023 SHIP grant close-out report, which will be brought forward for Board of County Commissioners approval once all encumbered funds have been expended.

 

LEGAL SUFFICIENCY REVIEW:

 

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

1.     Move that the Board approve the 2022/2023 SHIP Program annual report.

2.     Move that the Board authorize the Chair to sign the required report certification.

 

ALTERNATIVE RECOMMENDATIONS

Move that the Board provide staff with alternate direction.
