BACKGROUND/RELATED STRATEGIC GOAL:
On September 11, 2018 the Board of County Commissioners approved Resolution 18-9.29 which sets the number of members for each Neighborhood Advisory Committee (NAC):
Golden Gate Neighborhood Advisory Committee - 7 members
Hobe Sound Neighborhood Advisory Committee - 7 members
Jensen Beach Neighborhood Advisory Committee - 5 members
Old Palm City Neighborhood Advisory Committee - 9 members
Port Salerno Neighborhood Advisory Committee - 7 members
Rio Neighborhood Advisory Committee - 7 members
On November 20, 2018, Resolution Number 18.11.18 was adopted increasing the number of members of the Port Salerno Neighborhood Advisory Committee from seven (7) to nine (9).
The following terms will expire soon plus there are vacant positions:
Golden Gate
Brad Tanzer and Saadia Tsaftarides - terms will expire September 11, 2025
Vacancy - term will expire January 28, 2027
Hobe Sound
Emily Thorsen - term will expire September 11, 2025
Jensen Beach
Jerry Compton - term will expire August 23, 2025
Ann G. Kagdis - term will expire September 10, 2025
Ronald Rose - term will expire November 10, 2025
Old Palm City
Rex Sentell, Douglas Legler, Chuck Smith Oscar Torres - terms will expire September 11, 2025
Vacancy - term will expire August 21, 2027
Port Salerno
Edward Olsen, Jr. and vacancy - terms will expire September 10, 2025
Rio
Jamie Newhart and Michael Readling - terms will expire September 11, 2025
Hannah Martel - term will expire November 1, 2025
On June 23, 2025, an Information Release soliciting applicants for the Golden Gate and Rio Neighborhood Advisory Committees was emailed via Constant Contact to the Outreach Martin and Local Media email lists which includes local Chambers of Commerce, local businesses, and citizens. The Information Release was also posted to the County’s web page under News.
To qualify, Neighborhood Advisory Committee applicants must be an individual who is either:
i. A resident of the respective Community Redevelopment Area, as evidenced by being a registered voter in the respective Community Redevelopment Area for at least one year, or
ii. A resident of Martin County, as evidenced by being a registered voter in Martin County for at least one year, who is also a business owner of a business located within the respective Community Redevelopment Area; or
iii. A resident of Martin County, as evidenced by being a registered voter in Martin County for at least two years, who is also a senior manager of a business located within the respective Community Redevelopment Area; or
iv. A resident of Martin County, as evidenced by being a registered voter in Martin County for at least one year, who also owns real property within a mile of the respective Community Redevelopment Area. No more than two members of any respective Neighborhood Advisory Committee will be appointed from category iv. above.
NOTE: Item iv. above does not apply for Golden Gate currently.
Administration Staff confirmed through the Supervisor of Elections Office that all the applicants are Martin County registered voters as required.
The Administration Staff will advise all the applicants of the Commission’s decision which will include Sunshine Law information to the appointed individuals. Administration Staff will send any members not re-appointed a Certificate of Appreciation and Chair letter.

The Board is asked to appoint 3 individuals - 2 terms will begin September 12, 2025 and end September 11, 2029 and 1 term to begin immediately and end January 28, 2027.

The Board is asked to appoint 1 individual - term to begin September 12, 2025 and end September 11, 2029. A voting sheet is attached.

Notes:
Dr. Sentell is also on the Animal Care and Control Oversight Board, Community Redevelopment Agency, and Public Art Advisory Committee.
Mrs. Tsaftarides is also on the Community Development Block Grant Citizen Advisory Task Force, Community Redevelopment Agency, and Public Art Advisory Committee.
Mr. George Gottuso is also on the Industrial Development Authority.

RECOMMENDED ACTION:
RECOMMENDATION
1) Move that the Board re-appoint Brad Tanzer and Saadia Tsaftarides to the Golden Gate Neighborhood Advisory Committee for terms to begin September 12, 2025 and end September 11, 2029.
2) Move that the Board appoint one individual to the Hobe Sound Neighborhood Advisory Committee for a term to begin September 12, 2025 and end September 11, 2029
3) Move that the Board re-appoint Ann Kagdis to the Jensen Beach Neighborhood Advisory Committee for a term to begin September 11, 2025 and end September 10, 2029 and re-appoint Ron Rose for a term to begin November 11, 2025 and end November 10, 2029.
4) Move that the Board re-appoint Rex Sentell, Douglas Legler, Charles Smith, and Oscar Torres to the Old Palm City Neighborhood Advisory Committee for terms to begin September 12, 2025 and end September 11, 2029.
5) Move that the Board re-appoint Edward Olsen, Jr. to the Port Salerno Neighborhood Advisory Committee for a term to begin September 11, 2025 and end September 10, 2029 and appoint George Gottuso for a term to begin immediately and end February 20, 2029.
6) Move that the Board re-appoint Jamie Newhart and Michael Readling to the Rio Neighborhood Advisory Committee for terms to begin September 12, 2025 and end September 10, 2029 and re-appoint Hannah Martel for a term to begin November 2, 2025 and end November 1, 2029.
7) Move that the Board authorize the Chair to sign the Resolution of Appointment and letters to any members not re-appointed.
