BACKGROUND/RELATED STRATEGIC GOAL:
On July 8, 2025, the Board adopted the Initial Assessment Resolution 25-7.5 for the FY26 Solid Waste Assessment as required in Section 151.52, General Ordinances of the Martin County Code.
As required by Section 151.53, General Ordinances of the Martin County Code, a copy of the Preliminary Assessment Roll has been prepared and is available and open to public inspection at the Utilities and Solid Waste Department Office.
As required by the terms in Chapter 151, General Ordinances of the Martin County Code and Florida Law, notice of a Public Hearing has been published and mailed by first class mail to each property owner proposed to be assessed notifying such property owner of the opportunity to be heard.
ISSUES:
The Solid Waste Municipal Service Benefit Units (MSBU) provides services to approximately 49,764 residential units in the County. The service area as shown on the attached map was created by Resolution No. 12-8.5.
On January 12, 2021, the Board approved a new franchise agreement with Waste Management allowing for annual rate CPI adjustments ranging from a minimum of 2% to a maximum of 5%.
The single-family dwelling unit rate for FY26 for the Solid Waste MSBU services by Waste Management is proposed to be $464.37, and is comprised of $315.84 for collection, $119.17 for disposal costs, and $29.36 for administrative costs. The change from the amount assessed in the prior year, $444.69, is due to cost increases in the solid waste collections and disposal, and increased volume of solid waste generated per household.
LEGAL SUFFICIENCY REVIEW:
Chris Traber, the County’s Special Assessment Counsel, has reviewed the resolution and the agenda summary and confirmed that the form of each is proper.
RECOMMENDED ACTION:
RECOMMENDATION
1) Move that the Board receive public comment at the Public Hearing.
2) Move that the Board adopt the Final Assessment Resolution for the Solid Waste Municipal Service Benefit Unit.
3) Move that the Board certify and approve the Special Assessment Roll to the Tax Collector.
ALTERNATIVE RECOMMENDATIONS
Move that the Board provide staff with additional direction.
