Florida Senate Bill 594 was recently passed by the Florida Legislature and requires the County to add additional provisions to the 2026-2029 LHAP, which governs Martin County’s State Housing Initiative Partnership Program (SHIP) programming and expenditures. Additionally, small technical revisions were made to the 2023-2026 LHAP to maintain a level of consistency between the two LHAP documents. The 2023-2026 and 2026-2029 LHAPs were updated by staff and reviewed and tentatively approved by Florida Housing Finance Corporation (FHFC). Upon approval from the Board, the 2023-2026 and 2026-2029 LHAPs will be submitted to FHFC for final approval.

BACKGROUND/RELATED STRATEGIC GOAL:
Martin County maintains authority to review and/or revise the Local Housing Assistance Plan (LHAP), with approval needed from Florida Housing Finance Corporation (FHFC) and the Martin County Board of County Commissioners (BOCC). The LHAP is a guide for administering the local State Housing Initiative Partnership Program (SHIP) funds. Following a revision, the LHAP is presented to FHFC for tentative approval to ensure all information follows program guidelines. The revised LHAP is then brought before the BOCC for review and final approval, followed by re-submission to FHFC with the BOCC resolution.
To be eligible for SHIP funding for a state fiscal year, a county or eligible municipality shall submit and receive approval of its local housing assistance plan and amendments thereto as provided in Rule 67-37.006, F.A.C.
Florida Senate Bill 594 was recently passed by the Florida Legislature and requires the County to add additional provisions to the 2026-2029 LHAP regarding manufactured housing. Staff completed the required updates to the 2026-2029 LHAP which included the addition of Strategy J. In addition, staff made small technical revisions to the 2023-2026 and 2026-2029 LHAPs which included updates to Section 1.X and Strategy H - Rental Move-In/Security.
Final review and approval are now needed from the BOCC in order for resolutions documenting the finalization of the revised 2023-2026 and 2026-2029 LHAPs to be submitted to FHFC.

RECOMMENDATION
1. Move that the Board approve the recommended 2023-2026 LHAP.
2. Move that the Board authorize the Chair to sign the 2023-2026 Resolution (23/26 LHAP Exhibit E).
3. Move that the Board authorize the Chair to sign the 2023-2026 LHAP Certification (23/26 LHAP Exhibit D).
4. Move that the Board approve the recommended 2026-2029 LHAP.
5. Move that the Board authorize the Chair to sign the 2026-2029 Resolution (26/29 LHAP Exhibit E).
6. Move that the Board authorize the Chair to sign the 2026-2029 LHAP Certification (26/29 LHAP Exhibit D).
