FCHC and Florida Department of Health (FDOH) originally entered into a Memorandum of Agreement (MOA) in 2012 to provide primary and maternity care services that the Health Department was no longer able to provide at its Stuart location. In furtherance of the provisions of the MOA, Martin County entered into a lease agreement with FCHC for a portion of the Health Department’s Stuart location, which is owned by Martin County.
FDOH no longer finds it necessary to enter the MOA with FCHC, due to the fact that FCHC no longer has a financial, operational, or reporting relationship with FDOH.
A new lease was entered into between FCHC and Martin County under the same terms and conditions as in previous years. The language and terms referencing the MOA have been removed from the new lease. The new Lease has an effective date of January 1, 2025, with a term of five (5) years, ending on December 31, 2029.
All provisions and rents have been verified and approved as set forth in the County’s General Services Report. FCHC will pay an annual rent for the square footage leased equal to the average of the prior three years’ per square foot “total building cost” for the subject facility, which rent has been agreed by the parties at $4.99 per square foot. The proposed Lease requires that FCHC use the leased premises exclusively for the provision of health services to the public.
The County is authorized, pursuant to Sec. 125.38, Fla. Stat., to lease real property owned by the County to not for profit organizations organized for the purposes of promoting community interest and welfare.

Move that the Board adopt the Resolution accepting and approving the Lease with Florida Community Health Centers, Inc. and authorize the Chair to execute all documents associated with this transaction.
