BACKGROUND/RELATED STRATEGIC GOAL:

Agreement/Contract drafted by:  Florida Inland Navigation District (FIND)

Parties to the Agreement/Contract:  FIND and Martin County Board of County Commissioners

Purpose of the Agreement/Contract:  The Interlocal Agreement with Martin County will fund the removal of approximately 98,442 cubic yards of Crossroads dredged material from the St. Lucie Inlet Impoundment Basin in an amount not to exceed $2,071,820.00

New/Renewal/Modified:  New

Duration: October 1, 2026 - September 31, 2027.

Benefits to Martin County:  A reduction in County costs to construct St. Lucie Inlet O&M project allowing the Crossroads material to be beneficially used for placement on the County’s beaches. Removal of the material will also restore capacity within the impoundment basin for future St. Lucie Inlet maintenance activities.

Cost to Martin County:  Staff time to administer the Interlocal Agreement

In Spring of 2026, the U.S. Army Corps of Engineers (USACE) and FIND dredged the Intracoastal Waterway (IWW) and Okeechobee Waterway at the Crossroads in Martin County. The project placed approximately 98,442 cubic yards of dredged material in the St. Lucie Inlet Impoundment Basin for temporary storage.

Martin County plans to remove the material from the impoundment basin as part of its 2027 St. Lucie Inlet Operations and Maintenance dredging and beach nourishment project, allowing the Crossroads material to be beneficially used for placement on the County’s beaches. Removal of the material will also restore capacity within the impoundment basin for future St. Lucie Inlet maintenance activities.

The Interlocal Agreement establishes FIND's and Martin County's responsibilities for removing the Crossroads material from the St. Lucie Inlet. Under the Agreement, FIND will provide up to $2,071,820.00 based on the estimated removal of 98,442 cubic yards at $21.05 per cubic yard. The final project cost will be established through a competitive bid process, and FIND retains the right to approve or reject the final bid amount before the County awards the contract. Funding will be provided to the County on a reimbursement basis. Martin County will be responsible for project design, permitting, contracting, construction management and observation, and completion of the work.
