Staff with the Environmental Resource Division of the Public Works Department have worked to plan and develop a project aimed at reducing harmful nutrient loads entering the SW Prong. The SW Prong is the last major tributary of the Manatee Pocket to receive necessary water quality treatment and is critical to improving the overall health of the waterway. The project will construct a treatment train consisting of an approximately 0.5-acre wet detention pond, 1.5 acres of wetland restoration, diversion weir structures, enhanced vegetated channels, and a Summit High-Performance Upflow Filter System utilizing bioactive media. The project is included in the Ecosystem Restoration and Management Division’s Capital Improvement Plan (CIP) and is fully funded.
In June 2023, after extensive County Staff research and negotiation with Peter Grien and Susette Grien, the Board approved the acquisition of six (6) vacant lots totaling 1.7 acres, an Access Easement and a Temporary Construction Easement for the completion of the SW Prong Manatee Pocket project. After further review, staff determined that an additional Temporary Construction Easement from the landowners is required to complete the SW Prong Manatee Project.
The Real Property Division has confirmed ownership of the easement premises in Peter Grien and Susette Grien, as joint tenants with right of survivorship, and there are no mortgages or encumbrances on the easement premises.
Sections 139.31 and 139.32, General Ordinances, Martin County Code, require that any conveyance of an interest in land to Martin County for any public purpose shall be accepted and approved by Resolution from the Board of County Commissioners of Martin County.
