After solicitation of applicants due to vacancies, a resignation, and terms expiring later this month, the Board is asked to make appointments to the Golden Gate, Hobe Sound, Jensen Beach, Old Palm City, Port Salerno, and Rio Neighborhood Advisory Committees (NAC).

BACKGROUND/RELATED STRATEGIC GOAL:

 

On September 11, 2018 the Board of County Commissioners approved Resolution 18-9.29 which sets the number of members for each Neighborhood Advisory Committee (NAC):

Golden Gate Neighborhood Advisory Committee - 7 members

Hobe Sound Neighborhood Advisory Committee - 7 members

Jensen Beach Neighborhood Advisory Committee - 5 members

Old Palm City Neighborhood Advisory Committee - 9 members

Port Salerno Neighborhood Advisory Committee - 7 members

Rio Neighborhood Advisory Committee - 7 members

 

On November 20, 2018, Resolution Number 18.11.18 was adopted increasing the number of members of the Port Salerno Neighborhood Advisory Committee from seven to nine.  

 

The Administration Staff received a letter of resignation from Susan Jones who has served on the Rio NAC since August 2024.  Per previous Board direction, Administration Staff sent Ms. Jones a Certificate of Appreciation and a letter thanking her for serving which were signed by the Chair.

 

The following terms will expire soon plus there are vacant positions:

 

Golden Gate

John Gonzalez - term will expire April 23, 2026

An Information Release soliciting applicants for the six Neighborhood Advisory Committees was emailed via Constant Contact to the Outreach Martin and Local Media email lists which includes local Chambers of Commerce, local businesses, and citizens.

 

To qualify, Neighborhood Advisory Committee applicants must be an individual who is either:

i.                     A resident of the respective Community Redevelopment Area, as evidenced by being a registered voter in the respective Community Redevelopment Area for at least one year, or

ii.                     A resident of Martin County, as evidenced by being a registered voter in Martin County for at least one year, who is also a business owner of a business located within the respective Community Redevelopment Area; or

iii.                     A resident of Martin County, as evidenced by being a registered voter in Martin County for at least two years, who is also a senior manager of a business located within the respective Community Redevelopment Area; or

iv.                     A resident of Martin County, as evidenced by being a registered voter in Martin County for at least one year, who also owns real property within a mile of the respective Community Redevelopment Area. No more than two members of any respective Neighborhood Advisory Committee will be appointed from category iv. above.

 

NOTE:  Item iv. above does not apply for Hobe Sound currently.

 

Mrs. Pachowicz and Ms. Robin Sexner-Cole advised that they will not re-apply.

 

Administration Staff confirmed through the Supervisor of Elections Office that all the applicants are Martin County registered voters as required.

 

The Administration Staff will advise all the applicants of the Commission’s decision which will include Sunshine Law, conflicts of interest law, and public records law information to the appointed individuals.  Administration Staff will send any members not re-appointed a Certificate of Appreciation and Chair letter.

Golden Gate

The Board is asked to appoint 3 individuals - 2 terms will begin immediately and end January 28, 2027 and 1 term to begin April 24, 2026 and end April 25, 2030.

John Gonzalez (incumbent & property owner w/i 1 mile) - term to begin April 24, 2026 and end April 25, 2030

 

Hobe Sound

The Board is asked to appoint 1 individual - term to begin April 19, 2026 and end April 18, 2030.

                     No qualified applications received.

 

Jensen Beach

The Board is asked to appoint 1 individual - term to begin immediately and end April 8, 2030

                                          No qualified applications received.

 

Old Palm City

The Board is asked to appoint 2 individuals - 1 term to begin April 23, 2026 and end April 22, 2030 and 1 term to begin immediately and end August 21, 2027.

Roy Maritt (resident) - term to begin April 23, 2026 and end April 22, 2030

Carmen Miranda (resident & business owner) - term to begin immediately and end August 21, 2027

 

Port Salerno

The Board is asked to appoint 1 individual - term to begin immediately and end April 8, 2030.

Rio

The Board is asked to appoint 1 individual - term to begin immediately and end April 8, 2030.

                                          No qualified applications received.

 

Note:  If any applications are received before the Supplemental Memo deadline, they will be submitted via Supplemental Memo.

 

LEGAL SUFFICIENCY REVIEW:

 

This item has been reviewed for legal sufficiency to determine whether it is consistent with applicable law.

 

RECOMMENDED ACTION:

 

RECOMMENDATION

The Board is asked to:

A.                     Appoint John Gonzalez for a term to begin April 24, 2026 and end April 25, 2030.

B.                     Appoint Roy Maritt for a term to begin April 23, 2026 and end April 22, 2030.

C.                     Appoint Carmen Miranda for a term to begin immediately and end August 21, 2027

D.                     Authorize the Chair to sign the Resolution of Appointment and letters and certificates to Mrs. Pachowicz and Ms. Robin Sexner-Cole thanking them for their service.
