Request adoption of a resolution accepting the transfer of a vacant parcel located in Indiantown from the Martin County Community Redevelopment Agency (MCCRA) to Martin County.  The MCCRA has determined the subject property is no longer needed for redevelopment purposes following the dissolution of the Indiantown Community Redevelopment Area (ICRA) in 2018.  Also included in this item is a request to designate the property as surplus and to approve the sale of the property to the Village of Indiantown (Village) for government recreational purposes at a price determined by the Board.

BACKGROUND/RELATED STRATEGIC GOAL:

 

The MCCRA owns an approximately 1-acre vacant parcel located within the Village at 16870 SW Charleston Street, adjacent to Booker Park Athletic Field (the “Property”). 

 

The Property was previously foreclosed and titled to the lender Flaresco, Inc., which later merged with TD Bank. At the time of the foreclosure, the Property was encumbered by multiple liens, code enforcement violations and fines totaling more than $5,014,000. TD Bank successfully negotiated a reduction of the liens and fines to $10,000, contingent upon the MCCRA acquiring the Property for either community redevelopment or recreational purposes. 

 

In 2011, the MCCRA acquired the Property at a total acquisition cost of approximately $79,900.  This cost consisted of a purchase price of $24,900, closing costs of around $10,000, a $10,000 release of lien and $35,000 for the demolition of the unsafe building. 

 

In 2018, the ICRA was dissolved following incorporation of the Village, rendering the Property unnecessary for MCCRA purposes. 

 

At its meeting on February 23, 2026, the MCCRA determined that the Property is no longer needed for redevelopment purposes and approved an intergovernmental transfer to Martin County.

 

Should the Board accept this transfer, staff recommends the Property be declared surplus and offered for sale to the Village for recreational purposes.

 

Two appraisals of the Property were prepared as follows:

                     County appraisal, April 2025, Fair Market Value of $310,000

                     Village appraisal, December 2025, Fair Market Value of $275,000

 

The average of the two appraisals is $292,500.  However, the fair market value of the Property is below the statutory threshold requiring an average value of appraisals.  Furthermore, Section 125.38, Florida Statutes, permits a private sale of property to a municipality for such price as the Board may fix, upon a finding that (i) the municipality will utilize the subject property for public or community interest and welfare and (ii) the property is required for such use and is not needed for county purposes.

 

At a public meeting on January 12, 2026, the Village approved an offer to purchase the Property in the amount of $275,000 to be used for government recreational purposes.

 

Upon declaration as surplus pursuant to Section 274.05, Florida Statues, staff will prepare a Vacant Land Contract (Contract) for sale of the Property to the Village at a price determined by the Board.  The County Administrator or designee will conditionally execute the Contract, and staff will return at a future meeting date with a subsequent agenda item for final acceptance and approval of the sale and designation of the proceeds.

RECOMMENDED ACTION:

 

RECOMMENDATION

Move that the Board:

a.                     Adopt a Resolution (i) accepting the Special Warranty Deed from the Martin County Community Redevelopment Agency and (ii) approving the surplus designation of the Property and the sale for government recreational purposes; and

b.                     Authorize staff to proceed with preparing a Vacant Land Contract with the Village of Indiantown in the amount of either $275,000 or such price as determined by the Board and authorize the County Administrator or designee to execute the conditional contract and any additional contract documents.
