Board approval is requested for an Interlocal Agreement between the Martin County Board of County Commissioners (County) and the Town of Jupiter Island (Town).  This Agreement will allow the County and Town to participate in a joint construction project for the East Fork Creek STA - Phase II project which includes the relocation of an 8” sewer main owned and maintained by the Town.

BACKGROUND/RELATED STRATEGIC GOAL:

 

1.                     Agreement drafted by:  Martin County and the Town of Jupiter Island

3.                     Purpose of the Agreement:  To allow a joint construction project funded by the County and the Town within the East Fork Creek STA - Phase II project to construct a a new stormwater treatment area and relocate an existing 8” sewer main owned and maintained by the Town.

4.                     This is a new Interlocal Agreement.

5.                     Duration:  Until project completion.

6.                     Benefits to the County:  This project will include the construction of a 700-foot-long Stormwater Treatment Area and a 1500-foot-long lake within an unopened right-of-way and Florida Department of Transportation (FDOT) Lateral Ditch to provide treatment. The primary objective of the project is to reduce nutrient loads of Total Phosphorus by an estimated 57%, Total Nitrogen by 28%, and Total Suspended Solids by 25% to the St. Lucie Estuary, and to assist the County in meeting the Total Maximum Daily Load (TMDL) requirements.

7.                     Cost to Martin County:  The estimate of cost for the County components of this project is $1,850,000.  The County has been awarded a Federal Department of Environmental Protection (FDEP) State Water-quality Assistance Grant (SWAG) NS105 in the amount of $600,000 for this project.

 

The East Fork Creek STA - Phase II stormwater retrofit project will be constructed within a 200-foot-wide area comprised of Martin County lateral ditch and adjacent unopened right-of-way. The project consists of a 700-foot-long shallow-water STA and a 1500-foot-long deep-water lake.  The purpose of this project is to treat runoff and reduce nutrient loads to the South St. Lucie Estuary to meet the St. Lucie Watershed Basin Management Action Plan (BMAP) and assist the County in meeting the Total Maximum Daily Load (TMDL) mandate. The project will provide an estimated 61 acre-feet of water quality treatment volume, with an estimated reduction of 2,570 pounds of TN and 1,120 pounds of TP per year.

 

The location of the project within the unopened right-of-way includes a Town of Jupiter Island/SMRU Sanitary Force Main. Because construction of the lake and STA will require relocation of the force main, an interlocal agreement between Martin County and the Town of Jupiter Island has been established.  The interlocal agreement will ensure efficient coordination of the sanitary main relocation by outlining specific responsibilities, both fiscal and otherwise, of each party during collaboration on construction.
