On October 21, 2025, the Martin County Board of County Commissioners (Board) approved moving forward with the acquisitions of the ELOC Committee’s top 16 ranked priority parcels, as part of the November 2024 10-year tax referendum for environmentally sensitive lands.
The Poinciana Gardens parcels were listed at number 15 on the ELOC priority list. Staff ordered three (3) separate appraisals using various parcels to achieve a basis for Fair Market Value, with individual lots appraising between $27,000 and $50,000 (average appraised value $38,250). Staff worked with the owner and have agreed upon a purchase price of $32,000 per parcel.
Funding from the project will come for the Conservation Lands Sales Tax.
Real Property has reviewed title work, confirmed ownership of the parcels, and there are no known encumbrances. Upon final review and approval by the Legal Department, Real Property will move towards a closing on or before May 12, 2026.
An Affidavit of No Conflict was executed by the owner and is attached to this item.
Sec. 139.31 and 139.32, General Ordinances, Martin County Code, require that any conveyance of an interest in land to Martin County for any public purpose shall be accepted and approved by resolution by the Board of County Commissioners of Martin County.

RECOMMENDED ACTION:
RECOMMENDATION
Move that the Board:
1. approve the Vacant Land Purchase and Sale Contract in the amount of $64,000;
2. adopt a Resolution approving and accepting the purchase of two parcels in Poinciana Gardens, owned by Leonor S. Sardinha;
3. authorize the Chair to execute the Vacant Land Contract and Resolution; and
4. authorize the County Administrator or designee to execute all closing documents necessary to complete this transaction.
